摘要
构建城乡社会治理多元主体协同运行机制,是实现城乡社会协同治理的关键。在我国语境下,城乡社会治理多元主体协同机制应以党委领导、政府主导、社会协同、公众参与、法治保障为基本形态,以一主多元机制、权责对等机制、利益协调机制、平等合作机制、有序竞争机制为主要维度,从协同治权结构再造、协同行为规范、协同资源整合、协同环境优化等方面进行构建。
Building social governance mechanism of multiple subjects' cooperation is the crux of realizing urban and rural social governance. The construction of this mechanism should followthe five basic forms that are the Party committee's leading,the government's guiding,social cooperation,public participation and legal guarantee,and the five main dimensions that are one domination with pluralization,equity principle of power and responsibility,coordination of interest,equal cooperation and orderly competition. It should construct the mechanism from the aspects of governance power recycling,code of conduct,coordinating resource consolidation,and environment optimization.
