摘要
公平性是碳排放权初始分配的首要问题,但满足所有公平原则的公平方案是不存在的。在我国,受机组核准制影响,核准发电小时对应的机组碳排放权是其天然权利。运用基于权利的分配理论,对机组初始碳排放权的公平分配进行了研究。通过应用加总原理和投票选举机制,解决了不同机组对碳排放权分配公平的争议。通过应用迭代机制,解决了选举分配中的有效性问题,证明了所提出的分配机制下的博弈均衡和有效性定理,并对迭代选举分配中的"独裁性"问题进行了讨论。最后结合电力碳排放权分配的实例,表明所提模型可以满足公平分配的主要原则,并易于被各参与人接受。
Equity is a primal issue in initial carbon emission allowances allocation. However,‘absolutely equitable' allocation scheme meeting all equity principles does not exist. In China, since generation units are constructed according to approval mechanism, the units have carbon emission allowances in approved generation hours. In this paper, equity allocation of initial carbon emission allowances is studied with allocation theory based on carbon emission claims. By applying aggregation principle and voting mechanism, confliction of different ‘equity' allocation schemes is solved. Existence of game equilibrium is proved and efficiency property theorems are provided. Dictatorial problem in iteration voting allocation is also discussed. Finally, numerical examples of electric power carbon emission allowances allocation are implemented in a real power grid to verify that the proposed algorithm satisfies main principles of equity allocation, and is acceptable for game participants.
