摘要
负激励机制是正激励机制的有效补充。新常态下,正确认识并灵活运用负激励的警示、矫正和教育作用对调动公务员干事创业热情具有重要意义。应从完善薪酬机制、绩效考评机制、问责机制入手,来强化公务员的负激励机制。
The negative incentive mechanism is an effective supplement to the positive incentive mechanism. Under the new normal, it is a meaningful thing to recognize and use the warning, rectification and education function of the negative incentive mechanism for mo- bilizing civil servants' entrepreneurial zeal. It is necessary to strengthen civil servants ' negative incentive mechanism via improving sal- ary, performance evaluation and accountability mechanisms.
