文中阐述了海事部门在液货船作业安全监管中所面临的执法依据不健全的问题。通过论述分析,阐明了目前存在的主要问题及不良影响,向相关部门提出了相应的改进建议和对策。
The paper probes into the problem of inadequate law-enforcement basis for the safety control over the operation of liquid cargo ships. Based on discussion and analysis, it indicates the major existing problems and the negative effect. It also proposes relevant suggestions for improvement and countermeasures.
