摘要
在资源和环境问题越来越突出的今天,建设生态文明社会已经成为引导社会进步发展的主流思想。生态文明建设不仅是党和政府积极履行自身职责的体现,而且还是尊重并保护公民环境权益的需要。建设生态文明最重要的是把其纳入到法治化的轨道。强化生态文明的法律保护,强化政府的环境保护职能,提升公民的环境保护意识,使生态文明建设能够在制度化、法治化的道路上得以科学的开展。
Nowadays, as the problems of resource and environment are getting more and more prominent, the construction of ecological civilization has become the mainstream to guide the social progress and development. It is not only the embodiment of active duty fulfillment by the Party and government but also the need of respecting and protecting people＇ s environmental rights and interests. Legalization is the most important way of constructing eco- logical civilization. It is necessary to tion, as well as the improvement of develop in a scientific, systematized strengthen the legal protection governments＇ environment protecting func- citizens＇ environmental awareness to make ecological civilization construction and legalized way.
