摘要
首先分析了流程管理的基本思想及当前我国高校职能科层制管理体制存在的问题。其后设想以流程管理的基本思想优化高校职能管理部门的管理工作,提出五个方面的流程优化措施:服务观念,以学生和二级学院教师为顾客;取消科室,建立流程管理"一站式"服务;大力发展管理服务信息化建设;剥离非教学、科研等非核心业务,将其社会化;简政放权至专业院(系)。
First, it is analyzed of the basic ideas of process management and the current hierarchical management system problems of our high colleges. Then the paper aims to take advantage of process management idea to optimize of the university functions sector management work, and process optimization measures in five areas were presented： adopting the service customer attitude to college students and teachers; to cancel bureaucracy of management sector, and to establish ＂ one-stop＂ services; to develop management services information; to divest and socialize of other non-core management process out of teaching and research work; to decentralize the relevant commission to professional school（ department）.
