摘要
针对应急救援力量在调度指挥的统筹性、应急响应的协调性等方面相对不足等问题,依据应急管理行政权力的集权特征,以应急管理机构、应急管理职能和应急管理运行机制为分析框架,按照加强中枢决策机构权威性、加强实体职能机构综合协调性、加强专业工作机构执行性的思路,提出应急救援力量管理机构改革设计方案,从体制建设方面为改革实践提供制度保障,通过创新管理模式来推动各项工作机制完善。
In order to resolve the problems that the development of emergency command and response lagged behind the comprehensive and concerted direction,it needs to propose emergency rescue forces management type reform programs from three aspects of strengthening authority of the central decision-making organization,comprehensiveness and coordination of the entities or functions,and executive force of specialist agencies,according to the centralization characteristic of emergency administrative power and the analysis framework of emergency management organization,emergency management function,and emergency management mechanism.These programs can offer system foundation for reform practice,and optimize mechanism by means of innovating management type.
