摘要
从20世纪80年代开始,高等教育问责制逐步走向制度化,以实现高等教育质量保障和质量提高。在英美澳三国高等教育问责政策设计和实践过程中,大学教师认为这种外部问责对大学自主和学术自由形成了一定限制,其指标设计影响了大学行为,教育伦理与道德向度对大学影响渐趋微弱。学术人员呼吁回归与重构以专家监督、同行评估和内部控制为特征的专业问责,但这种专业问责面临着新公共管理、大学财政和全球竞争等因素的现实挑战。
At the beginning of the 1980s, the higher education accountability was going to an institutionalized era from irregular practices in order to achieve quality assurance and improvement in higher education. In the process of the policy design and implementation of higher education accountability in the UK, America and Australia, the academics argued that these external accountability schemes made university autonomy and academic freedom limit- ed, the behaviors of targeted universities were influenced heavily by related indicators, and the power of ethics and morality was becoming weaker in higher education governance. Based on this, professional accountability characterized by experts supervision, peer evaluation and internal control was expected to be back or reconstructed from the academics' standpoint, whereas which was challenged by the new public management, finance of universities, global competition and other realistic factors.
