摘要
农民工市民化与农村土地流转之间存在着持续的互动关系。一方面,农民工市民化对农村土地流转提出了迫切需求,另一方面,农村土地流转为农民工市民化提供了必要的资本支持。其中,新型城镇化是推进农民工市民化和农村土地流转的最大动力;农业人口有序转移与农村土地资源优化配置则是两个重要的运行机制。农民工市民化进程中的农村土地流转存在一些问题,主要表现为"人口城镇化"与"土地城镇化"不协调、农村土地流转收益不能满足农民工市民化的要求、一些地区的土地制度改革违背了农民的意愿。需要以新型城镇化为动力,推进"人口城镇化"与"土地城镇化"协调发展;以农村土地确权登记颁证为基础,赋予农民更多的土地产权权能,为农民工市民化提供更大的资本支持;改革现行土地征收制度,合理分配农地转用过程中的增值收益。
There is an interaction relationship between migrant workers citizenization and rural land transfer. On one hand, rural lands need be transferred when migrant workers citizenization, and on the other hand, rural land transfer can provide necessary capital support to migrant workers citizenization. The new urbanization can push rural land transfer and migrant workers citizenization. Orderly transfer of agriculture population and optimal allocation of rural land resource are two move mechanisms. There are some problems about rural land transfer in the process of migrant workers citizenization. Population urbanization and land urbanization are not coordinated. Rural land transfer income is so low that it can not meet the needs of migrant workers citizenization. Some reform practices were made against the wishes of many farmers. We must push the population urbanization and land urbanization coordinated. We should reform rural land right and endue farmers more land right what could provide important capital support to migrant workers citizenization. Meanwhile, we need reform present land expropriation system and rationally allocate added benefits on the process of rural land transfer.
