摘要
构建了"政府-企业"的动态演化博弈推广模型,确定了影响工程总承包模式推广的关键因素,得出了政府积极推广,企业广泛采用的平衡策略:只有让少数先进企业在推广初期能有利可图才能形成良好的示范效应.并提出了完善各类关于工程总承包的法律法规,补充缺少的法律依据,继续探索并扩大工程保险制度的实施,进行财政或税金方面的支持等建议.
A dynamic evolutionary game promotion model of'government-enterprise'is constructed,the key factors affecting the promotion of the general contract mode of the project are determined,and a balanced strategy is drawn,which the government actively promotes and widely adopts.Only a few advanced enterprises can be profitable in the early stage of promotion to form a good demonstration effect.And the relevant suggestions including how to improve the various laws and regulations on general contracting of projects and supplement the lack of legal basis and support for fiscal or taxation are put forward.
