摘要
教育扶贫历来是国际组织与机构推动全球反贫困的关注重点。对联合国教科文组织、世界银行、经合组织、世界劳工组织的教育扶贫理念、政策以及行动进行梳理和分析发现,明确教育在扶贫体系中的地位,根据群体特征确定教育扶贫的内容,构建"教育与就业"互动的教育扶贫体系以及重视质量保障与监控是重要的国际经验。基于国际经验,在我国教育扶贫的现行框架下,改进教育扶贫中国路径要深刻理解教育价值,构建精准扶贫的教育立场与实践框架;以农村为重点,通过制度精准配置实现教育扶贫政策分类实施;不断创新资源建设和质量监测机制,构建教育扶贫质量保障体系;重点发展职业教育与培训,以体面就业促进贫困人群可持续发展。
Educational Poverty Alleviation has always been the focus of main international organizations and agencies in promoting the global anti-poverty process.Based on the analysis of the concepts and facts of the education poverty alleviation strategies of the UNESCO,World Bank,OECD and ILO,we find that,defining the position of education in poverty alleviation,specific educational strategies for different groups,integration between education and employment and to emphasize quality assurance and monitoring are the main international experience for educational poverty alleviation.In the context of accurate poverty alleviation,the Chinese route to educational poverty alleviation may include the following contents:understanding the educational value,establishing a policy and institutional framework,focusing on the rural areas and implement the classification of education poverty alleviation policies through accurate allocation of systems,innovating resource construction and quality monitoring mechanism to build a quality assurance system for education poverty alleviation,putting emphasis on the development of vocational education and trainingto promote the sustainable development of poor people through decent employment.
