摘要
近年来,我国林地保护管理取得实效:推进了国土绿化和森林资源持续增长,保护了生态区位重要地区的林地,提高了木材及林产品供给能力,走上了依法依规保护林地的法制轨道。但林地保护管理依然面临林地保护和经济发展协调难度大;林地总量不足,森林资源发展空间有限;林地质量总体趋差,治理难度大;林地流失严重,违法使用林地屡禁不止等问题。本文提出要统筹自然生态空间用途管制化解管理交叉,编制空间规划化解林地保护与利用的矛盾,有效补充林地,确保森林资源发展空间等建议。
In recent years,forestland protection management in China has achieved substantial effect:the greening of land and the continued growth of forest resources have been promoted,the forestland in important ec ological location areas has been protected,the supply capacity of timber and forest products has been im proved,and the legal mode of protecting forestland according to law has been formed. But forestland protection management is still facing some problems,such as the difficulty of coordination between forestland protection and economic development,the total amount of forestland is insufficient,and the forest resources developing space is limited,the forestland quality tends to be worse and the treatment is difficult,the amount of forestland losing is large,and the illegal use of forestland is out of control,and so on. The suggestions have been promoted that the natural ecological space utilization control should be overall planned to resolve the cross management,utilization planning should be made to resolve the contradiction between the forestland protection and utilization,effectively replenish the forestland,and to ensure the forest resources developing space.
