摘要 为使水利工程参建各方互相合作、及时沟通,以保证其目标和利益的实现,采用一种新型项目管理模式——Partnering模式(合伙模式),选择项目合作伙伴。构建了Partnering模式合作伙伴选择的评价指标体系,并建立Partnering模式合作伙伴选择评价模型,基于熵组合权重的模糊综合评价,选出适合结成联盟的合作伙伴。以某水利工程为例,进行合作伙伴的评价和决策,结果表明该选择方法可行、合理有效。研究成果为合作伙伴选择研究提供了新的方法和思路,具有一定的借鉴意义。 To ensure the realization of the targets and interests of different parties in the construction of hydro- projects through interactive cooperation and prompt communication,a new mode of project management,i. e. Partnering mode,is adopted to select project partners. An evaluation index system and an evaluation model for partner selection under Partnering mode are established. Through fuzzy comprehensive evaluation based on entropy weight,the partners are selected to form a cooperative alliance. A hydro- project is taken as an example to make an evaluation and decision on partner selection,and the result shows that this selection is reasonable and effective. The selection provides a new method and thoughts for partner selection,and serves as reference for other studies.
