摘要
"政府采购清单"制度对推动我国政府绿色采购发挥了重要作用。但在政府采购中,对于"清单"范围以外的产品如何考量其环境表现,同为"清单"内产品时如何评价其环境表现的差异,尚无较好的定量评价办法。为了将环境因素纳入到对政府采购产品的评价体系之中,促进政府绿色采购发展,文章针对"政府采购清单"的不足,设计了政府绿色采购产品技术指标体系,通过设置基础性、通用性、导向性三类指标来定量评价产品环境表现,并提出了指标体系实施的保障措施。
Government procurement list has played an important role in promoting government green procurement in China. However, in the government procurement, there are no quantitative evaluation methods in how to weigh the environmental performance of productbeyond the scope of ＂list＂ and how to evaluate the differences in their environmental performance among products in the list. In order to bring environmental factors into the evaluation system of government procurement and promote the development of government green procurement, this paper designs product technical indicators system of government green procurement aiming at the shortage of ＂government procurement list＂ and evaluates the environmental performance of products quantitatively through basic indicators, common indicators, oriented indicators, and then puts forward safeguard measures to ensure the implementation of the index system.
