摘要
根据新形势下农业科研单位的定位和职责,文章针对无目标约束的综合评价问题,应用模糊评价理论和数据库构建技术,提出了一套新疆农业科学院量化考核绩效评价的方法和评价系统,并实际应用于新疆农业科学院年终量化绩效考核,为我国农业类科研院所量化考核和发展能力评价提供科学的方法。
According to the positioning and responsibilities of agricultural research institutions under the new situation, for non-target constraint comprehensive evaluation, fuzzy evaluation theory and database building technology were applied in the paper to put forward the method and system of a set of quantitative performance evaluation of Xinjiang Academy of Agricultural Sciences. This method was actually used in performance appraisal in year-end of Xinjiang Academy of Agricultural Sciences, which provided a scientific method of quantitative appraisal and development capacity assessment for agricultural research institutes in China.
