摘要
我国的土地资源特别是耕地资源日益减少,完善耕地资源生态补偿机制至关重要。在阐述构建耕地资源生态补偿机制重要意义的基础上,分析了我国现行耕地管理及补偿政策中存在的主要问题,借鉴美国、欧盟等发达国家和地区耕地补偿的先进经验,研究了我国构建耕地生态补偿机制的基本原则、补偿主体、补偿方式、补偿模式等,最后提出了相关对策建议。
China＇s land resource, especially cultivated land resource was decreasing gradually, so the perfection of ecological compensation of cultivated land resources is of great importance. Based on the presentation of the important meaning of establishing ecological compensation for cultivated land resource, this paper analyzes the main problems in China＇s current cultivated land management and compensation mechanism, studies the basic principle, compensation subjects, compensation measures and compensation pattern according to the advanced experiences from US, EU and other advanced countries and regions, and finally puts forward relevant countermeasures.
