摘要
餐饮行业食品安全问题频发引发社会热烈关注,监管制度失效是导致餐饮企业经营者违法行为大量出现的重要原因。通过应用制度工程学中的孙氏图方法,分析了食品安全监管制度的孙氏图,构建了治理食品安全违法行为的惩罚制度参数表,提出了食品安全监管制度的有效条件及观测力度与惩罚力度之间的函数关系。可以为有关部门设计有效的食品安全违法行为惩罚制度提供参考。
The problem of food safety in catering industry attracts lots of social attention. Food safety issues spring up every day, which reflects weak management and supervision. In order to understand which factor can have an important impact in food safety su- pervision institution, this paper use Sun diagram in institution engineering to analyze behavior. It discusses the mathematical relation- ship between significant condition of supervision system and degree of punishment. Several referenced suggestions are put forward to im- prove the food safety supervision institution.
