摘要
党的十八届三中全会《关于全面深化改革若干重大问题的决定》中明确提出建立国家公园体制的要求。贯彻落实这一重要的改革思路,是加快生态文明建设步伐、加强自然遗产保护管理、加快与国际接轨的重要举措。但国家公园体制在中国尚属开创性的事业,借鉴国际上国家公园的立法和管理经验,结合中国国情,建立具有中国特色的国家公园法制和制度体系,是完成自然资源保护管理体制改革的必由路径。对世界主要国家的国家公园立法和体制进行简要梳理,旨在分析其建立目标、法律制度、管理模式等,以期对我国国家公园体制建设提供经验借鉴。
To build national park system was proposed on the 3rd Plenary Session of 18 th CPC Central Committee. It＇s a significant measure to promote bio-cultivization development and conservation of natural heritage resources, and useful to gear to international convention. However, real national park system is an innovation in China. It shows that the best way is to build a Chinese-featured legal system and mechanism. The article is based on the references and studying approach to the advanced experiences of some other countries.
