摘要
多准则决策策略以生活社区为单位,构建连接社区的虚拟数据库,当灾害发生时,及时提供各种信息和解决策略.这样的虚拟数据库可以实现社区组织(包括社区内公共组织和私人组织)的协同信息共享.此外,通过调取虚拟数据库资源,提升了社区群众应急管理意识,为评价当地社区应急管理系统提供帮助.
All kinds of disasters have significant impacts on human survival and life. In order to respond to disasters rapidly and reduce disaster losses greatly,the scholars put forward the strategy of multiple criteria decision making,with which virtual database using a community life as a unit is constructed. Collaborative information sharing among communities( including public and private organizations) can be realized by the use of the virtual database. In addition,people's consciousness of emergency management can be enhanced according to transferring the virtual database resources within communities,with which the levels of emergency management system of local communities can be evaluated objectively.
