摘要
我国城市地质灾害防灾减灾系统一般分为4个组织等级:市—区(县)—街道(乡镇)—社区。社区是地质灾害防灾减灾系统的基本组成单元,是整个城市防灾减灾工作的重要基础和关键节点。社区的防灾减灾能力直接影响整个城市的防灾减灾水平。本文在系统分析我国社区地质灾害防灾减灾面临的问题和地质灾害防灾减灾社区的内涵基础上,提出了基于预案的社区建设"十有"内容,并对新技术新方法在社区防灾减灾中的应用进行了探讨。
The urban geological disaster prevention and mitigation system in China is generally divided into four organizational levels:City District(County)-Street(Town)-Community.Community is the basic component of geological disaster prevention and mitigation system,and is the important foundation and key node of the whole city disaster prevention and mitigation work.The ability of disaster prevention and reduction of community directly affects the level of disaster prevention and reduction of the whole city.Based on the systematic analysis of the problems faced by the community geological disaster prevention and mitigation in China and the connotation of the geological disaster prevention and mitigation community,this paper puts forward the"ten haves"content of community construction based on the plan,and discusses the application of new technologies and methods in community disaster prevention and mitigation.
