摘要
政府生态治理已取得了巨大成就,却仍不能阻遏生态恶化的势头,我们寄希望于政府倡导全民参与生态治理来逆转地球生态的恶化。除非有政府管理体制的创新,全民行动的生态治理才有可能实现。因此,教化全民建设社会主义生态文明是政府不得不推动的一个重要目标,而全民运动是政府制度创新的愿景目标。政府生态治理管理体制创新,需要通过全民参与的机制目标来实现,机制创新关键就是创造几条极少的例外条件,比如,教化全民生态危机就是民族生存危机、动员全民拯救生态就是拯救子孙后代、激励全民治理生态就是保证生存条件等。在"例外"条件之下,全民参与还是可能的。
Abstraet：Goverument ecological management has made great achievements. However, the momentum of ecological deterioration still cannot be controlled. We place hopes on the government to advocate public participation in ecological management to reverse the deterioration of earth ecosystem . Unless the innovation of governmental management systems, the public action of ecological management is hardly possible. Therefore, to educate the public to participate in the construction of socialism ecological civilization is an important goal that must be promoted by government. And the public participation is the vision of governmental system innovation. The innovation of government ecological management system need the realization of public participation mechanism. The key to mechanism innovation is to create a very few exceptions, such as to indoctrinate the public that the ecological crisis is the national existential crisis, to mobilize the public that to save ecological environment is to save future generations, to motivate the public that ecological management is the guarantee forpublic survival. Under the condition of ＂exception＂, the public participation is possible. Keywords： public participation ; government ecological management; management system innovation; public action
