摘要
国内外所有关于水资源、水价格的研究都是基于水资源短缺这一概念进行的,但目前对水资源短缺的概念存在着不同的理解。水资源评价中供给方面不同口径的水资源概念可以归结出水资源保有量这一概念,许多水利工程专家实际上是在水资源保有量与水资源需要量的关系上使用短缺概念的,研究水资源配置机制特别是价格机制的经济学家们则常使用水资源供给量与水资源需求量表示短缺。通过对城市水资源的系统分析不难发现,城市水资源短缺还有第三种含义,即城市水资源保有量与水资源供求均衡量之间关系的短缺,几种短缺含义隐含在一个统一的公式中。这一发现可以沟通工程学派与经济学派的水资源短缺概念;便于把水资源短缺的概念、分类以及造成水资源短缺的原因区别开来;为正确进行水资源评价、水价格定价,建立科学的城市水资源配置机制奠定了基础。
All the researches on water resources,water price at home and abroad are conducted based on the concept of water resource shortage. But there are different understandings of the concept. In water resources assessment,the concept of different diameter of water resources can get water resource conservancy. Many water project experts use the concept of shortage actually in the relation between the ownership of water resources and water resources need; Economists studying water resources allocation mechanism,especially the price mechanism often use the shortage at the relationship between water supply and water demand. According to the analysis to the urban water resource system,it can be found that there is the 3rd implication of water resource shortage,that is,the shortage between the water resource conservancy and its supply and demand. These implications implied in a unified formula. This discovery has paved the way for the search for countermeasures to solve the problem of water shortage.
