摘要
中国残疾人社会保障制度在新中国成立后取得长足发展的同时,因囿于中国社会既有的一些政策问题的认识所限而导致制度的体系化发展不够完善,主要体现在残疾人的社会保障制度设计和政策实施都偏向于以保守的消极保护为主。在现代国家关于残疾人的制度设计已经从单一生存保障向复合型的能力增强型制度演进的背景下,中国发展型社会政策的构建需要在制度上进行理念更新。重构残疾人社会保障制度的理论前提是对残疾人群体的定义与内涵的界定,核心是重构相关制度的制度目标,进而完善制度的体系建设,构建多层次立体化的残疾人社会保障制度,为政策的转型提供制度空间。
The social security system of the disabled in China has got great progress since the founding of the PRC,but due to some problems in Chinese social policy,the development of the system is not comprehensive. The social security system for the disabled and the implementation of policies are biased in favor of the negative and conservative protection. Correspondingly,the principles of the system of the disabled in modern countries have evolved from a single existence of security to a compound type of ability enhancement system. The construction of development oriented social policy needs to achieve many institutional innovations in the system. This paper is to reconstruct the concept of the disabled,the core is to reconstruct the system objectives,and then improve the system construction. The construction of a dimensional system of social security for the disabled is essential to provide space for the transformation of policies.
