摘要
采用效用函数综合评价法和突变级数评价法,分别对江华瑶族自治县生态县建设规划实施成效进行了评估,结果均显示规划实施成效明显。通过分析2种方法的评估过程,可以得到突变级数评价法评价过程客观,结果真实可靠,反映了规划实施的总体情况,但对各指标实施情况的反映不明晰,且与规划本身相关度不高;而效用函数综合评价法评价过程偏主观,与规划相关度高,评价结果的预测性色彩较浓,可反映规划实施的总体和各指标实际情况。
Catastrophe progression evaluation and effective-functions comprehensive evaluation respectively are used to evaluate planning implementation effect of Jianghua Yao Autonomous County. The results show the effect is remarkable. By analyzing the evaluation process of two ways, Catastrophe progression evaluation is objective and its result is real and reliable. Besides, it can reflect the whole situation of planning implementation, but it is not enough to reflect specific thing about indexes. It links planning a little. And Effective-Functions comprehensive evaluation is subjective and related closely to planning and the result is predictive. This method can reflect the whole situation of planning implementation and specific thing about indexes.
