In 1970 Prime Minister Lee Kwan Yew of Singapore presented an enlightening speech at the University of Hong Kong's annual congregation entitled"A Tale of Two Cities",which mainly focused on the similar accomplishments and strengths of Singapore and Hong Kong, and predicted greater future success for the two cities. The author proceeded to analyze the topic further from a broader and more critical point of view, identifying fundamental differences between the two cities and discussed how certain political, cultural and educational factors might eventually lead to different directions and end results for each city. This 1970 article was re-activated for review thirty-five years later with international studies scholars co-authoring another insightful article on the same topic as a response to To's article.
