摘要
职称制度作为我国专业技术人才评价和管理的一项基本制度,关系到广大专业技术人才切身利益。伴随着经济发展和社会进步,特别是用人和分配制度改革与经济多元化发展,我国职称评价工作正迎来一个新的发展时期。但是,随着改革的不断深入和人才管理科学化水平的逐步提高,现行职称制度存在的一些深层次的矛盾逐渐凸显。本文基于大样本调查的分析结果,系统分析了职称改革面临的新形势和存在的深层次问题,并就深化职称制度改革的相关路径进行了宏观思考,以期为建立适合我国国情的新的职称框架体系提供决策参考。
As a basic system of evaluation and management of professional and technical personnel in China, professional titles system is related to the vital interests of a vast number of professional and technical personnel. With the e- conomic development and social progress, especially with the employment and distribution system reform and e- conomic diversification development, our professional titles evaluation is in a new stage of development. Howev- er, with the deepening reform and the increasing scientific level of talent management, some deep - seated con- tradictions of the existing system emerged gradually. Based on the analysis results of the large sample survey, this paper analyzes the new situation and existing problems of our current professional titles system, and makes a macro - thinking on the relevant path to deepen its reform, in order to provide some references for the estab- lishment of a new professional titles framework.
