摘要
随着我国经济社会的快速发展和城镇化率不断提升,就业问题成为当前最大的民生问题。在实践层面,为促进创业就业,政府通过实施购买培训服务,试图扩大就业规模,优化就业结构,并提升政府治理能力。本文从政民互动的视角研究此问题,来呈现政府购买培训服务的战略导向、服务体系以及问题剖析;同时,针对导向、体系与问题,从政民互动的建构逻辑出发,探讨建设公众网络交流平台、科学制定政府购买技能培训项目和内容、构建监督体系、加强电子政务建设,以及加强对培训机构的绩效评估考核机制等等,对优化政府购买培训服务的重要作用。
With the rapid development of China' s economy and society, urbanization rate con- tinues to improve. Employment problem is the biggest problem of people' s livelihood in our country. To promote entrepreneurship and employment, government implement purchasing training services can expand employment scale, optimize employment structure, and also improve the governance ca- pacity of the government. Taking Nanjing as an example, this paper analyses the government pur- chasing training service system, proposes the establishment of public network communication plat- form and the implementation of full interaction between government and the public. Finaly comes to policy suggestions on improving the government purchasing service system.
