摘要
当前,职业教育面临顶岗实习岗位数量不充足和岗位专业化不高等问题,现代公共管理理论、经济学理论、成本补偿需求为政府购买顶岗实习岗位提供实施依据,具有引导职业教育高质量供给、激发市场活力和企业竞争力、增强经济体系整体运行效能等经济价值。政府购买职业教育顶岗实习岗位的实施过程中,应重点明确标的物的规定及依据,确立采购方式原则及要求,明晰采购服务各主体关系,健全采购程序及监控机制,优化购买服务持续保证机制,落实采购执行问责制。
Currently,vocational education is faced with the problems of insufficient number of post and post specialization.Modern public management theory,economic theory and cost compensation demand provide the implementation basis for the government to purchase in-post internships.It has the economic value of guiding the high quality supply of vocational education,stimulating the market vitality and enterprise competitiveness,and enhancing the overall operation efficiency of the economic system.In the process of implementation,it shall focus on clarifying the provisions and basis of the subject matter,establishing the principles and requirements of procurement methods,clarifying the relationship between the main bodies of procurement services,improving the procurement procedures and monitoring mechanism,optimizing the continuous guarantee mechanism of procurement services,and implementing the accountability system for procurement implementation.
