摘要
伴随着我国社会治理中合作实践的深入,合作失灵的现象日益频发,加剧了社会治理体制现代化的难度和风险,不利于社会共治的实现。合作失灵具有复杂的生成逻辑,基于合作三要素框架诊断发现的主要诱因有:合作环境中公共事务的叠加与社会信任的缺失、合作主体有限理性的桎梏与治理能力的失衡、合作网络的规则缺失与内在价值困境。矫正社会治理中合作失灵的途径有:提高合作网络与环境的契合度,培育合作文化;明确合作主体的网络位置,增强其治理能力;提升合作网络的制度化水平,推动合作主体的共同学习。
With the development of the collaboration practice in Chinese social governance,collaboration failure takes place frequently.Such phenomenon makes the modernization of social governance system more difficult and perilous,which is not good for our social multi-governance.Collaboration failure has a complicated creation logic.With the frame of three collaboration elements,we find that superimposed public affairs and the lack of social trust in collaboration environment,the bounded rationality restriction and governance capacity imbalance of collaborative agents,and lost rule and intrinsic value dilemma in collaboration network may result in Collaboration failure.To adjust them,we should make collaboration network fit neatly into its environment and cultivate collaboration culture,clearly locate the network position of agents and enhance their governance capacity,and the institutionalization of collaboration network and co-learning of collaboration agents.
