摘要
以专利为视角分析中国在1985—2011年可再生能源技术创新的特点,以定性和定量相结合分析其影响因素与作用机制。结论如下:第一,专利具有明显的阶段性、地域性、不同能源发展成熟度不同的特点,总体水平偏低;第二,国家偏重于技术的推广与示范,基础研究投入比重偏低;第三,GDP和电价附加促进专利总数增长,电价补贴和装机容量对专利总数影响甚小。基于以上分析,提出进一步完善专利制度和电价补贴制度、增加科研投入等建议。
This paper uses patents as a perspective to analyze the characteristics of renewable energy technology innovation in China during 1985- 2011. The qualitative and quantitative methods are used to analyze the factors and mechanism of those characteristics. Conclusions are as follows: First,the patents appear to be obvious layered,regional orientation,different maturity of different energies and low- quality. Second,China emphasizes more on technology extension and demonstration rather than the basic research. Third,GDP and additional tariff promote the growth of patents,but subsidy and capacity of renewable energy have little impact on patents. Based on the analysis above,this paper proposes to further refine the patent system and the electricity subsidy system and to increase investment in scientific research.
