摘要
围绕航空预研项目的特点,结合项目管理的相关知识,对项目实施过程中评价的特点进行了分析,提出采用定性评价与定量评价相结合的评价方法;在此基础上,根据客观性、独立性、可操作性的原则,构建了航空预研项目实施过程中评价体系,评价体系包括为两级体系,二级指标中包括4个定量指标和7个定性指标;最后提出了具体的实施方法,为航空研究院、所推进预研项目评价提供思路和参考。
According to the characteristics of aeronautic pre-research projects, combining the related knowledge of project management, the characteristics of process evaluation in project implementation were analyzed, put forward a evaluation method combination of qualitative evaluation and quantitative evaluation; based on this, according to the principle of objectivity, independence and operability, the process evaluation system of aeronautic pre-research project was built, which was a two-level system, and its secondary index include 4 quantitative indicators and 7 qualitative indicators ; ifnally, the implementation method used on the process evaluation was given. The result should be provided reference and guidance of pushing forward the evaluation of pre-research project for aeronautic research institute.
