摘要
论文在考察公共图书馆所处的政治、文化、法律以及技术环境的基础上,论述了公共图书馆"十三五"战略规划编制的两个维度的思考:一是以公共文化服务体系新政策为导向,结合图书馆发展特点与趋势,确定以公共文化服务为核心的公共图书馆"十三五"战略框架;二是重视战略规划编制的常规化、多元化、规范化、动态化与开放化的考量,为公共图书馆"十三五"战略规划制定的科学性与规范性提供参考。
Base on the analysis of environment factors of public libraries, including police, culture, laws and technology, the paper discusses two dimensions of the Thirteenth Five-Year Plan of Public Libraries. The first dimension is confirming the＂13th Five-year＂ strategic system of public libraries through making the new polices of public cultural service system as the direction, combing the characteristics and trends of libraries and taking the public cultural service as the core.The second is paying attention to five parts of making strategic plan, including routinization, diversification, normalization, dynamism and opening-up,so as to providing guidance for the scientific and normative of the ＂13th Five-year＂ strategic planning of public libraries.
