摘要
为落买国家"十二五"规划纲要提出"逐步建立碳排放交易市场"的任务要求,2011年10月底,国家发展和改革委员会批准北京、天津、上海、重庆、湖北、广东及深圳七省市开展碳排放权交易试点,正式拉开了我国碳市场建设的帷幕。2013年五个试点相继启动运行,截至到2015年7月底,七个碳交易试点地区均已运行并完成了1至2个履约周期。跟踪、分析以及评估碳交易试点建设和实施情况,总结其经验和教训可为2016年后建立全国碳交易体系提供重要的决策和体系设计依据。本文将回顾2014年以来七省市碳交易试点的进展情况并评估其成果,旨在为全国碳交易体系建设提供政策建议。
To implement the task of "gradually establishing national carbon market" raised in the 12^th Five-Year-Plan, the National Development and Reform Commission of the People's Republic of China approved Beijing, Tianjin, Shanghai, Chongqing, Hubei, Guangdong and Shenzhen as Emissions Trading pilots in late October, 2011, which marks the beginning of establishing China's Carbon Market. Since 5 pilots started implementation in 2013 to the end of July, 2015, all the 7 pilots have completed 1 to 2 compliance cycle. Experiences and lessons generated by 7 pilots can provide guidance for policy making and overall design of national carbon market after 2016. This article reviews the progress of the 7 pilots and evaluates its performance so as to provide policy advice for the establishment of national carbon emissions trading scheme.
