摘要
当前,我国性别失衡问题日益突出。其中,我国实施计划生育政策负面效益溢出引起关注。我们试图运用政策利益主体损耗原理阐述计划生育政策执行过程中带来了性别失衡中的家庭利益损耗、社会利益损耗和政府公共利益损耗,并对性别失衡产生的文化因素、经济因素和政策因素进行了分析。根据性别失衡治理中应坚持社会利益公共利益最大化的原则,提出了我国性别失衡治理中治理目标战略、治理主体多元化、治理政策综合化的治理路径。
Currently, Gender imbalance of our country is becoming prominent. The negative effects of Chinese family planning policy has been caused widely concern. We tried to apply the principles of policy stakeholders loss during the execution of the family planning policy which has brought the gender imbalance in the loss of the family in- terest, loss of social interest and the loss of government public interest, and analyzed cultural factors, economic factors and policy factors arising from the gender imbalance. According to the principle of maximizing social benefits in the governing of gender imbalance, we proposed three governance paths, including strategic governance objectives, governance diversification, integrated governance policies.
