摘要
本文在性别失衡公共治理结构对绩效影响的概念框架的基础上,根据我国县区级性别失衡治理的背景和陕西省的调查数据,构建了治理结构对绩效影响的可操作性的分析框架,并在该框架基础上进行了实证研究。研究表明,性别失衡的治理结构不仅在宏观上影响县区的出生人口性别比,组织结构、制度结构和人力资源结构的合理化会降低县区出生人口性别比;同时,微观上治理结构通过治理对象个体层面影响了微观绩效即治理对象的生育意愿。参与性别失衡治理的部门数量越多、部门之间的协调合作越好、奖励落实政策制度与"查处两非"制度的落实以及治理工作人员的受教育程度越高,都会显著的提高性别失衡的治理绩效。
We assess the structure of public governance of gender imbalance in China. We analyze county level survey data from Shaanxi province, and propose a governance structure framework and test its potential performance. At the macro level, governance structure of gender imbalance can affect the improvement in the sex ratio at birth at the county level. Rationalization of the organizational structure, the institutional interactions and human resource management can reduce the sex ratio at birth. At the micro level, the governance structure can affect individual attitudes toward childbearing. Having more administrative departments involved in the gov ernance of gender imbalance, creating better coordination among these departments, improving implementa- tion of the "Two illegalities" policy and reward systems, and elevating the education level of governance staff can all contribute to improving governance of gender imbalance.
