摘要
提升大学内部治理能力关键在于科学配置大学内部权力,使大学回归学术本质。近代以来,我国大学内部治理经历了从行政权力为主导向两权平衡发展和多元主体共同参与的演进历程。当前我国大学内部治理存在行政权力膨胀、学术权力式微、学生权力缺失的问题。为此,本文提出相应改革建议:实现行政权力向学术权力的横向分权;加快学校权力向院(系)权力的纵向放权;强化多元主体权力协调与制衡。
The key of promotion of internal governance ability is to scientifically distribute the internal power of universities so that universities could return to academic nature.The power within universities evolved from administrative control to balance between two powers and multi-subjects governance jointly since modern times.The internal governance has some problems,such as expansion of administrative power,deduction of academic power and omission of student power.Consequently,reform suggestions are proposed,that is,the horizontal decentralization from administrative power to academic power,the vertical decentralization from school power to department power,power coordination and balancing of multiple subjects.
