摘要
加快推进开放度最高的上海自贸试验区建设,应充分发挥自贸试验区建设的先行先试优势,加强对当前国际贸易投资最新规则跟踪分析和前瞻研究,积极参与国家BIT、TPP、Ti SA的谈判进程,建立与"国家战略谈判"和"国际投资贸易规则"的"双联动"机制。积极争取更多"压力测试"放在自贸试验区完成,以更好发挥自贸试验区在全国改革开放大局中的试验田作用。提前研究扩大开放的最新议题如竞争中立、环境标准、世界贸易组织《政府采购协定》等,做好理论准备和实践准备。
To accelerate the construction speed of the Shanghai Pilot Free Trade Zone with the highest opening level,we should give full play to the construction of the pilot free trade zone of the leading advantage,strengthen the analysis of the current regulations of international trade and investment,track the latest rules and studying prospective,actively participate in national BIT,TPP and Ti SA negotiation process,to establish double linkage mechanism with ' national strategic negotiation ' and ' international investment and trade rules'. Actively striving for more ' stress tests' on pilot free trade zone,in order to enlarge the effect of the pilot free trade zone in the national reform and opening- up overall. Research issues of opening wider to the outside in advance,such as competition neutrality,environmental standards,the government procurement agreement of the world trade organization,etc,to prepare for theory and practice.
