摘要 选取资源生态、设施装备、粮食生产、粮食需求、市场贸易、公平等6维度共23个指标,结合专家打分法和层次分析法,对包括广西、云南、贵州三省在内的西南地区和全国粮食安全水平进行测算。结果表明,1978-2012年,西南地区粮食安全水平得到了大幅度地提升,粮食安全系数提高了5-6倍;西南地区粮食安全提升具有明显的阶段性特征,其中1990-2004年快速提升,2004年以后则加快提升;西南地区粮食安全整体水平低于全国平均水平,且2004年以后与全国的差距逐渐扩大;贵州省安全水平最低,云南省次之,广西省最高;粮食生产和粮食消费同时是提高粮食安全水平和造成粮食安全水平地区差距的主要因素,而市场贸易和公平对粮食安全的影响较为微弱。 This paper selects 23 indicators from 6 dimensions including ecological resources, facilities and equipment, food production, food demand, market trade and fair, and combines with expert scoring method and analytic hierarchy process, to calculate food safety level in southwest nationalities area including Guangxi, Yunnan, and Guizhou provinces. The results show that: firstly, the food safety level in southwest minority area has been greatly enhanced by 5-6 times during 1978- 2012. Secondly, the improvement of food safety show significant stage characteristic with rapid promotion during 1990-2004 and speed up promotion after 2004. Thirdly, the overall food safety level in southwest minority area is lower than the national average level and the gap between them gradually expanded after 2004. Fourthly, food safety level in Guizhou is the lowest in southwest minority area, while Guangxi's is the highest. Lastly, grain production and consumption are the major factors contribute to improving food safety level and causing the food safety level gaps among regions. While, the impact of market trade and fair on food safety are weak.
