摘要
提升福建省科研机构的创新能力对于福建省区域创新体系建设有着重要意义。美国和日本在提高本国科研机构创新能力方面具有一些成熟的经验,有重要的借鉴意义。基于文献研究系统梳理了国外的先进经验,对全国和福建科研机构的人力资源、财力资源以及知识产出等反映创新能力的主要科技指标进行比较分析,并提出了提升福建省科研机构创新能力的相关对策。
Enhancing scientific research institution＇s innovative capacity is of great significance to regional innovative system construction in Fujian Province. Both the United States and Japan have some mature experience in improving their scientific research institution＇s innovative capacity, which is of important reference value. The paper systematically combs foreign advanced experience based on literature research, comparatively analyses main sci-tech indicators reflecting innovative capacity of scientific research institution from aspects of human resource, fund input and knowl edge output, and proposes countermeasure on enhancing innovative capacity of scientific research institution in Fujian province.
