摘要
科研项目管理制度设计缺陷是当前科研腐败的一大成因,具体体现在科研资源配置、内外部监管、绩效评价与问责机制3个层面。以科技计划经费腐败治理为切入点,从立法完善、管理制度及体系优化、法律与制度落实等方面入手,提出了治理科研腐败的相关举措。
The flaw of the designing on the scientific research program management system is one of the major causes of scientificresearch corruption, which is embodied in three aspects：the allocation of the scientific resources, internal and external supervision,performance evaluation and accountability mechanism. This paper discuss how to governance scientific research corruption whiletreat the governance of science and technology planning funds corruption as breakthrough, the specific measures includelegislative perfection, management and system optimization, the implementation of laws and regulations.
