立法前评估是一项提高立法质量的有效措施。当前广州市学生托管行业处于无人监管、无序竞争、学生无安全保障的状况,市民要求立法的呼声颇高。立法前评估能够分析法律的供求关系,预测立法的成本效益及可能产生的影响,为立法决策提供重要参考依据。
The evaluation procedure before legislation is an effective measure to improve the quality of legis-lation .At present off-campus student custody in Guangzhou city has the status quo of lacking supervision , disor-derly competition and no safety guarantee .Therefore, the residents of Guangzhou city call for legislation .The eval-uation before legislation can analyze the legal demand and supply , predicate the cost -effectiveness of legislation and possible influence , which can provide reference for legislative decision .
