摘要
政府向社会力量购买公共服务是我国公共服务改革的重要举措,也是我国经济、社会改革发展到一定阶段的产物。社会组织的民间性、非营利性、志愿性等特性使其在公共服务生产中具有相对于政府和企业的独特优势,成为政府购买公共服务的重要合作伙伴。但政府和社会组织在公共服务领域的合作尚未达致理想的状态,社会组织公信力不足是关键影响因素。公信力是社会组织参与政府购买公共服务竞标的基本条件,政府购买为社会组织公信力提升创造了一个契机。在梳理社会组织公信力不足表现的基础上,从传统政治文化的消极影响、政府职能转变不到位、社会组织发展不成熟、社会组织评估机制不健全等角度挖掘社会组织公信力低下的成因,探索提升社会组织公信力的可能路径:培育新型政治文化和社会公益精神,构建合作互动的政社关系,推进社会组织的发育成长,建设系统协调的评估体系。
The government purchase of public services from the society is an important measure for China＇ s public service reform, and also an outcome of our social and economic reform. Compared with the government and enterprises, social organizations, owing to their folk, non-profit, and voluntary characteristics, have unique advan- tages, and become the important partners of the government in purchase of public services. But the cooperation of the government and social organizations in purchase of public services has not been ideal, and one key influence factor is social organizations＇ lack of credibility. Credibility is a basic requirement for social organizations to take part in the government purchase of public services, and the government purchase of public services from social or- ganizations creates an opportunity for the credibility construction of social organizations. By elaboratingthe credibility deficiency, we dig out the reasons from the perspectives of the negative influence of traditional political culture, the transformation of government functions, the development of social organizations, and evaluation mechanism of social organizations, and put forward the possible path to enhance social organizations＇ credibility
