摘要
举要"整合城乡基本医保制度"相关的"整合、一体化、统筹、并轨、衔接"等研究范畴,多模糊、交叉或混用,凸显整合理论研究的不严谨、不坚实,是引致整合的地方政策名称多样化、行动方案多模式、制度规范不成熟的重要原因。纵观中国城乡一体化转型时期社会政策的变迁、调适和递嬗逻辑,从整合城乡基本医保制度的全方位和多维度观察,整合城乡基本医保制度这一研究范畴及其理论内容可以综合归纳为:以城乡经济社会一体化为理论基础,以整合碎片化基本医保制度为实施平台,以社会保障制度公平为价值诉求,以统筹城乡为基本原则,最终实现城乡基本医保体制一体化和基本医保制度统一的目标。
The research categories of integration, unification, planning as a whole, merging and connection, which relate to the integration of urban - rural basic medical insurance system, are vague. As a result, there is a lack of strict- ness in the theory research of above - mentioned integration, which is also one of the key reasons that the local policies of integration demonstrated different definition and programme, as well as immature institutional regula- tions. By studying the transference and accommodation of social policies concerning urban - rural integration de- velopment in history, from a comprehensive perspective and multi -dimensional platform, the authors argue that the research category of integration of urban - rural basic medical insurance system could be understood as a sys- tem based on urban - rural integration of economic and social development, started with integrating fractional bas- ic medical insurance system, pursued the value of obtaining fairness of the social insurance system, took coordina- tion of the relationship of urban and rural areas as the basic principles, and aimed ultimately the unification of both the urban -rural basic medical insurance system and the basic medical insurance system.
