摘要
十八届四中全会《关于全面推进依法治国若干重大问题的决定》提出深入推进依法行政、加快建设法治政府的重大部署,2020年基本建成法治政府已经成为全面推进依法治国的近期目标。深入推进依法行政,加快建设法治政府,必须全面实施"依法治国、依法执政、依法行政共同推进,法治国家、法治政府、法治社会一体建设"的新战略,全面推进依法行政思想观念、政策法律、体制机制、方式方法、能力水平、效果效应的不断创新,夯实依法行政的政治前提和法治政府的社会基础,将政府立法决策与监督问责纳入法治轨道,以及通过司法有效推进依法行政工作。
The eighteenth national congress of the communist party proposed the aim of building government under the rule of law as a part of well - being society, and the fourth plenary session of the eighteenth NCC drew up a plan for deeply propelling administration according to law and accelerating the construction of government under the rule of law. Basically accomplishing the aim of constructing the government under the rule of law in 2020 has become a recent goal of fully propelling rule of law. To deeply propel administration and accelerate the construction of government under the rule of law require to fully implement the strategy of the promotion of rule of law, rule by law and administration under the law and the integration of country under the rule of law, government under the rule of law and society under the rule of law. Constantly improving the theory and practice of administration ac- cording to law includes the measures of innovating the mind, law, policy, mechanism, methods, ability and ef- fectiveness, laying the foundation for building government under the law, and using judicial power to improve the legalization of the behavior of government.
