摘要
建设覆盖城乡、现代化的公共文化服务体系是文化体制改革、建设社会主义文化强国的必经之路,对建设和谐社会、保障人民群众公共文化权利具有重大意义。河北省人口基数大,人均文化投入相对比较低,而不完善的公共文化服务建设势必影响人民群众精神文明的建设和文化素养的提高,阻碍全面建设小康社会和现代新农村的步伐。加强河北省公共文化服务体系建设,一是促进城乡基本公共文化服务均等化,二是完善公共文化基础设施,提高服务水平,三是完善财政支持和经费保障机制,四是推进公共文化服务与科技融合发展,五是完善法律保障体制。
Covering urban and rural areas ,the construction of modern public cultural service system is the path of the reform of cultural system and the construction of socialist culture power ,which is of great sig‐nificance to build a harmonious society and protect the rights of the people's public culture right .With the large population base of Hebei Province and low per capita culture ,the imperfect construction of public cultural services is bound to affect the construction of spiritual civilization and the improvement of cultural quality ,hinder the pace of building a well‐off society in an all‐round way and the modern new rural .To strengthen the construction of public cultural service system in Hebei Province ,firstly ,is to promote the urban‐rural equalization of basic public cultural services .Secondly ,is to perfect the cultural infrastructure facilities and improve the service level .thirdly ,is to perfect the mechanism of the financial support and funds safeguard;forth ,is to promote the integrative development of public cultural services and technolo‐gy ;lastly ,is to improve the legal security system .
