摘要
乡镇公务员作为国家政策的直接贯彻者,其伦理导向直接影响到基层的社会稳定以及基层民众对党和国家的认同。公共行政理念以公共责任承担和公共利益维护为价值追求,以"为民务实清廉"为行政伦理导向。在党员干部思想作风建设过程中,以公共行政塑造乡镇公务员的行政伦理是必然要求。但由于我国正处于社会转型期,道德的失约与制度的缺位共同导致了公务员行政伦理的失范。因此,应当通过德性培育与制度约束来保证乡镇公务员的公共行政伦理导向。
Township civil servants as the direct implement of the national policy, its ethical orientation directly affects social sta-bility at the grass-roots level and grass-roots on the Party and national recognition. Public administration concept takes the public ac-countability and public interest to maintain the value of the pursuit, takes the 'pragmatic honest people' as the administrative ethicsoriented. The Party members and cadres ideological style construction process to create administrative ethics in public administration township civil service is an inevitable requirement. But because our country is in the absence of social transformation, both moral missed appointments and the absence of the system lead to the Civil Administrative Ethics anomie. Thus, it is necessary to foster moral and constraint institutions to ensure ethical orientation of the township civil servants in public administration.
