摘要
中央欧亚国家面临着一系列内部挑战和外部威胁,保障经济增长和社会安全稳定需要各个国家间的协同合作。中国意在通过"丝绸之路经济带"完成国内经济结构调整和转型,并同时解决其西部地区和欧亚大陆中部地区的发展与稳定问题。俄罗斯则利用欧亚经济联盟框架下统一的关税空间和集体安全条约组织,保护参与国的经济安全与军事安全,提高成员国内部的经济社会稳定性和国际竞争力。在"丝绸之路经济带"与欧亚经济联盟的推动下,拥有资源优势的中央欧亚获得了巨大的发展潜力和投资吸引力。中央欧亚国家间的协同发展既需要"丝绸之路经济带"的投资能力,也离不开欧亚经济联盟制度框架下已成型的一体化项目。"丝绸之路经济带"与欧亚经济一体化项目将成为中央欧亚发展的驱动力,二者的对接与合作将改善该地区的基础设施状况,促进中央欧亚交通物流领域乃至整体经济的发展,维护该地区以及各国内部的安全与稳定。
The Central Eurasian countries are encountering a series of internal challenges and external threats. It is necessary for each of them to coordinate with each other in order to ensure economic growth, social security and stability. On one hand, China aims to achieve its domestic economic restructuring and transition through ＂the Silk Road Economic Belt＂ initiative, and at the same time solve problems in the development and stability of its western part and the central region of Eurasian continent. On the other hand, Russia protects all participating countries＇ economic and military security through unified tariff space and Collective Security Treaty Organization under the framework of Eurasian Economic Union, in order to enhance members＇ domestic economic social stability and international competitiveness as well. Promoted by the ＂Silk Road Economic Belt＂ initiative and the Eurasian Economic Union, the Central Eurasia, with advantages in resources, obtains huge development potentials and investment attraction. The co-development among Central Eurasian countries not only requires investment ability of China＇s Silk Road Economic Belt, but also demands integrated projects under the framework of Eurasian Economic Union. China＇s Silk Road Economic Belt initiative and Eurasian Economic Integration Project will become driving forces for Central Eurasian development. Their integration and cooperation will improve infrastructures within this region, advancing the development of transportation logistics and even the overall economy of Central Eurasia, maintaining security and stability of this area and each state as well.
