摘要
为了实现森林资源的可持续发展,改善伊春市国有林场的经营状况,改进抚育采伐的操作方法,针对当前黑龙江省伊春市的国有林场抚育伐区在林场管理中遇到的难题,在剖析林场现有的管理方法和形式的基础上,对比研究各专家学者对林场采伐改革、招投标管理的研究,结合伊春市国有林场的实际情况,提出"抚育伐区招标经营"的新模式,介绍招标投标工作的基本概念、工作程序,把在林场抚育采伐中的招投标分成3个阶段:招标准备阶段、招标投标阶段和决标成交阶段。该模式确定招标经营制度,规定林场和中标者双方的责任和义务。最后对招标模式进行利弊分析,结果证明该模式是可行的。招投标经营技术多数情况下被用于建筑行业,其具有不可忽视的优点,国有林场的改革应该进行大胆尝试,利用好市场经济环境下的新理念和新技术。
In order to realize the sustainable development of forest resources, improve the management of state-owned forest farms in Yichun City, improve the method of tending felling and solve the problems occured in managing the tending felling areas of state- owned forestry in Yichun City, Heilon^iang Province, a new mode of ＂Tendering Management of Protective Cutting Areas＂ is pro- posed based on the analysis of the present management ways and methods on forestry farms, the comparison of the studies on reform and bidding management about forest harvesting, and the actual situation of forest farms. The concepts and procedures of bidding are introduced. The procedures are divided into three parts： the preparation stage, the bidding stage, and the decision stage. The mode determines the tender operating system and regulates the responsibilities and obligations of each side. Finally, the pros and cons of the tendering model are analyzed and the result shows that the mode is feasible. Bidding management technology is mostly used in the con- struction industry, which has obvious advantages. The reform of state-owned forest farms should carry out a bold attempt and make the use of new ideas and new technology under the environment of market economy.
