我国公务员考试录用公平性研究

摘要 我国公务员考试录用公平性是社会关注度极高的热点问题。本文以理论分析为起点提出评判公务员考录的公平性标准,对我国公务员考录公平性总体情况进行了分析。我国公务员考试录用实施以来,制度不断演进,考录的公平性效果体现出了与制度改进相伴的阶段性特征;公务员考录公平性在规则的完善中有所改进,但不同环节改善效果出现差异。在此基础上,本文深度解析公务员考录公平性问题出现的原因,并就"着手近处,着眼长远",有步骤地提高和改善公务员考试录用的公平性提出建议。 The equity in civil service recruitment through examination has long been a hot issue that has attracted a lot of public attention in our country. The article starts with theoretical analysis to bring forwards the equity criterions used to assess civil service recruitment through examination and analyzes the overall equity in civil service recruitment through examination. Since the enforcement of civil service recruitment through examination in our country, the institution has been evolving, the effects of equity in civil service recruitment through examination have presented staged characteristics; equity of civil service recruitment has been improved due to the perfection of rules, but the improvement effects varies in different segments. Based on this, the article resolves the reasons that behind the equity issue, and made suggestions as for how to set about here and now and take a long-term perspective to improve the equity.
