摘要
城镇化是中国未来十年新的增长点,但传统城镇化进程中产生了社会、环境、产业、人口等结构失衡问题,新型城镇化逐渐成为经济发展的关键所在,而创新驱动是新型城镇化建设的关键所在。在此过程中,不论是创新驱动战略实施还是新型城镇化建设,都需要地方政府治理体制转型。基于创新驱动战略背景来探讨新型城镇化进程中地方政府治理模式的转变,提出新型城镇化对于地方政府治理的新要求,从制度改革、体制创新、布局优化以及产业强化等四个方面提出相关政策建议。
Urbanization is China＇s new growth point for the next decade, but the traditional urbanization has some structural imbal- ance, such as social problem, environmental problem, industrial problem, and population problem. So the new urbanization becomes the key economic development factor, while innovation-driven strategy is the key to new urbanization. And both new urbanization and innovation-driven strategy depend on the governance transition of local government. Based on this, this paper studies the governance transition of the local government in the view of new urbanization. First, this paper reviews the governance of local government, reac- hing the conclusion that governance model needs reform and innovation in the process of urbanization; second, this paper provides an o- verview of the new urbanization, pointing out that the new urbanization has ＂four breakthroughs＂ and ＂three major problems＂ ; finally, this paper will present new requirements for local government in view of institutional reform, institutional innovation, layout optimization and industry strengthen.
